Each financial year the Commission reviews and sets minimum wages. These are the submissions for the Annual Wage Review 2023–24.

Submissions to the Annual Wage Review 2023–24 are invited from all interested parties including individuals, organisations and academics.
Under the Fair Work Act 2009, we must make sure that everyone has a reasonable opportunity to comment on submissions.
Submissions are usually invited in 3 stages.
- Initial submissions – the first stage is for submissions that set out the initial position of interested parties.
- Submissions in reply – the second stage is for submissions that respond to any submissions received in the first stage.
- Supplementary and post-Budget submissions – the third stage is for further submissions about information that we have published, including research or data, and submissions about what was in the Budget.
We may also publish a list of questions on notice and invite interested parties to respond to or comment on these with their submissions in reply or supplementary submissions.
Additional stages may be needed if we want further information about something that may affect the Annual Wage Review.
How to make submissions
Any interested party, including individuals, organisations and academics, can make submissions to the Fair Work Commission about the Annual Wage Review each year.
All submissions should be made in writing. They should include the appropriate cover sheet for that stage.
Submissions must be sent to us in time to meet the deadlines set out on this page for each stage.
Submissions should be lodged by emailing them to us at awr@fwc.gov.au.
Publishing submissions
Under section 289 of the Fair Work Act 2009, we are required to publish all submissions made to annual wage reviews.
Submissions to the Annual Wage Review 2023–24 will be published on this webpage when we receive them.
Confidential or commercially sensitive submissions
If you believe that some of the information in or attached to your submission is confidential or commercially sensitive, you should tell us this when you send it to us.
If a submission includes information that is claimed to be confidential or commercially sensitive, and the Commission is satisfied that it is, we:
- may decide not to publish the information, and
- may instead publish:
- a summary of the information which contains enough detail to allow a reasonable understanding of the substance of the information (without disclosing anything that is confidential or commercially sensitive), or
- if the Commission decides that it's not practicable to prepare such a summary – a statement that confidential or commercially sensitive information in the submission has not been published.

Initial submissions
The deadline for lodging initial submissions was 5pm (AEDST) on Thursday 28 March 2024.
Initial submissions should include an initial and post-Budget/ Supplementary submission cover sheet (docx).
Submissions in reply
including submissions about data or research published after 28 March 2024
The deadline for lodging written submissions in reply and any other submissions relating to data or research published after 28 March 2024 was 5pm (AEST) on Monday 29 April 2024.
Submissions in reply and submissions related to data or research published after 28 March 2024 should include a submissions in reply cover sheet (docx).
Supplementary and post-Budget submissions
including submissions about data or research published after 29 April 2024
The deadline for supplementary and/or post-Budget submissions, or responses to the questions on notice, is 5pm (AEST) on Friday 17 May 2024.
Supplementary and post-Budget submissions should include a post-Budget and/or supplementary submission cover sheet (docx).
Questions on notice
The Expert Panel has published questions on notice to be addressed by parties in their supplementary and/or post-Budget submissions. All interested parties are invited to comment.
The deadline for responses to the questions on notice is 5pm (AEST) on Friday 17 May 2024.
